There isn't a technical reason, it's about cost. There are no consumer cars with lidar it's too expensive. You can't buy a waymo.

All brands use lidar in some models except Tesla. Especially in China. Example Avatr 11 with ADS

The Avatar isn't close to self driving, it has driver assist on highway only. It has a long way to go before proving that these cheap lidar sensors are good enough for full autonomy.
